I found out that IEBGENER can change the LRECL on output. So I didn't need to write a COBOL program to do that, like I mentioned in a previous post One million records! . Truncation to get rid of the last byte turned out to be easy after many unsuccessful attempts. Thank God for Google because the doc was very hard to understand.
