BUFF.SYS changes?

So I need to re-sysgen. I will use this example from the manual.

The good news is the Tape devices I defined were correct, because my program read the tape and wrote out records, using my new Sysgen… on my system.

So the question isn’t why doesn’t it work on the PiDP, but why does it work on my system? I made no changes to BUFF.SYS.
