I think this is a nice feature. I had read about this before but a recent review of 20.3 reminded me of it. So I looked and it is available in my 20.2 version. I often wish I had a reminder of something when I start my computers. And here it is!
You do have to tell it to run at startup…or it wont. Which I find to be an odd default.
